My turtles just acting hyper.

How long have you had it? almost 2 years ( I bought it when it was a quarter )
What is the water temperature? 82-84 ( I am increasing it because I think he is ill.)
Did you use a thermometer? yes
Are you using a water heater?yes
How much water is in there? about halfway
Are you using a water conditioner?yes
Are you using any filtration? 2 filters.
What is the basking temperature? approximately 90
Is there a basking light? yes
Is there a basking platform that is easy to climb on? yes, its a foam "turtle beach"
What kind is it or what is it made out of?
Is there a UVB light? yes
What have you been trying to feed it? It eats shrimp, the dried pellets, and vegetables.
When was the last time your turtle ate? Today.
How big is the tank/pond/enclosure? a 30 gallon
Is the tank near a window? across from a window.
Is the tank in a room with a lot of activity? its in my bedroom, and I am at work most of the day.

Is there any other unusual activity/symptoms? Basically, recently the turtle has started freaking out. I am not sure what has caused this to start. I usually let it out for a few hours everyday. It is a very human handled turtle. It always wants to walk around and explore and even play. ( I am not sure that it knows it is a turtle in fact.) It usually basks a few hours everyday, but now it doesn't want to. It doesn't even want to swim. Its still eating, but not as must as usual. The only really bad thing is that it is dieing to get out of its tank 24/7. If you put it back in its tank, it thrashes around to the point that it now has a blister like sore on its chin from where it is constantly rubbing.It tries to literally climb up the wall and fall, almost like its on purpose. I have researched other symptoms that are usually wrong with a turtle when it is ill, and most say it just wants to sleep all day. But this turtle wants to run around outside of its tank all day and all night. This has been going on for a week now ( im losing so much sleep over it ). Eventually it wears itself out to the point that it falls asleep in a little "basket" that I have with its blanket in it. Also, I watch what it does when it runs around and I know it hasn't eatten anything or gotten into anything it shouldn't have. Also, its not like its "running away or trying to hide when its out." It walks/runs around and goes and goes and goes. Even comes up to you and wants to play. ( Like I said, I don't think it knows its a turtle.)
Also, I thought it was a boy when it was really little, and recently I think its a boy due to its smaller nails, and tail size ( that is why I am referring to it as an "it" but its name was Henry.
The only really think I have noticed is I haven't seen it poop at all. And being that it is in and out of its tank all the time I watch very closely what it does do it its tank. It is eating, but not as much as it use to. I have tried to soak it in warmer water to help it poop, and the turtle just thrashed around until I had to let it out. I try to keep it in its tank at night and sometimes he will sleep for a few hours, but its right back to wanting out.
I am not really around any vets, so I know that if I need to travel it will be a bit. I have gone to Petsmart and talked to a vet there, and they told me try to the warm water, and I also bought a "repto guard" keep your turtle healthy pellet thing.
Basically I wanna know:
How long can I keep it out of the water for? I do try to put him back in the water every few hours...
Any idea of whats wrong? Is it trying to lay eggs? Do i need to get a dirt box for that?
Anyways to really get it to poop?
