Only when he's basking and not when he's in the water?
How warm is the basking area (check it with a thermometer). Does he have both a UVB light and a heat light?
Do you have anything in the tank that would give off a residue?
How much water is in the tank? How often do you change it?

I was wondering if it could be a lime buildup from the water. I know mine get a whitish cast to their shell when they are dry because of the minerals in my water.. but they don't have it on any of their skin.

My guess is that it's just dry skin. My turtle usually show signs of that after they've been basking for hours but once they hit the water, it's gone until next time when they're up again and basking. Does it show in the shell of your turtle like Cam mention? Or does it only show around the body parts? If you can give us more details about it, let us know.

If it is dry skin, I'll ask my initial question again...how warm is the basking area (check it with a thermometer)?
