Urgent Care :: baby red ear slider shell problem

Hi, my baby turtle is probably sick, pardon me for not taking the time to check for similar situations.
I will get him to the vet, but I thought maybe this isn't serious and there is no need to.
My baby red ear slider is about 4 months old and recently about 1.5 week he has started getting these weird spots all around his shell. The water filter we bought was causing more a mess than cleaning the water, so we(me and my girlfriend) decided to take it off and we are frequently changing his water(once per 4-5 days). We bought a UVB/heater lamp but we didn't think to buy the lamp dome. So we ordered it and we are waiting for its arrival.

What have you been trying to feed it? gammarus and sticks(not anymore). he eats like the devil(of course we take care of his diet, we are not overfeeding him)
When was the last time your turtle ate? today

How big is the tank/pond/enclosure? 35x20x10

Is the tank in a room with a lot of activity? yes

UVB light and cuttle bone help with shell issues, until you get the light you could take him outside for natural sunlight. Does he actually bask? A heat lamp will make it him want to hang out up there.

He actually basks and we try to take him out for sunlight but unfortunately we can't do it everyday.
We used to have a cuttle bone in his tank but he tried to eat it and we removed it.Should we place it in again?
Could it be caused by the water we use?

It looks like it's a fungus/yeast infection.

Yes, put the cuttlebone in again... the turtle is supposed to eat it!!! Could a vet visit be arranged? That would be the best thing so they can tell you what to do.

The white on the shell is a fungus.

Without good filtration, water can become foul quite quickly, even with changing it every 4-5 days. Your RES needs a decent filter and if you do get one, I'd get a bigger tank as well to accommodate it (tank first, then appropriate-size filter).

You said the water temp was 28 - 30(C?) and the basking area temp was 31(C?). There's not enough of a temp difference for him to want to bask. There should be about a 10 degree difference between the two, I'd lower the water temp a bit and raise the basking area temp some). Without sufficient basking under proper lighting, shell issues are bound to arise.
