Help! he doesnt eat at all for last two days and has some white stuff on his mouth, also he basks on the dock for hours and hours which never happened before, what's happening to him? help me

what should i do now? should i take him outdoor to get some sun basking?

He has a respiratory infection.
He will need to see a vet and get a prescription for antibiotic injections. Oral antibiotics will be a waste of time and money since most turtles won't take them voluntarily and it's hard to force it down their throats.
In the meantime raise the water temps to about 84.
