James is right, some pictures would go a long way in helping us.
Can you answer the following questions:
How big is your turtle?
How long have you had it?

What is the water temperature?
Did you use a thermometer?
Are you using a water heater?
How much water is in there?
Are you using a water conditioner?
Are you using any filtration?

What is the basking temperature?
Is there a basking light?
Is there a basking platform that is easy to climb on?
What kind is it or what is it made out of?
Is there a UVB light?

What have you been trying to feed it?
When was the last time your turtle ate?

How big is the tank/pond/enclosure?
Is the tank near a window?
Is the tank in a room with a lot of activity?

Have you read the Basic Care section?
Have you searched the forums for similar situations?

Is there any other unusual activity/symptoms?

Shes starting to act normal again but right before i thought she was dead it looked like her and my boy turtle were mating. I know this might sound weird but do you think she couldve gone into shock.

i was just on a class trip to waswhington D.C. and my dad was taking care of my turtles and he cleaned there tank. I just found out that he was using water from the hose which was freezing. Also in her temporary tank she is frantically trying to get out.

Sorry to hear about the troubles. You'd want to be extra careful and watchful to make sure there are no other symptoms/issues. In addition to what happened, it wouldn't be surprising if the other turtle took an opportunity to mate with a normally less receptive partner.

And at 7" she may already be gravid (ready to lay eggs) whether she mated previously or not. Has she laid eggs before? Do you know what to do for a gavid turtle? You know, frantically trying to get out of the tank is a key sign of a turtle needing to lay eggs.

I think i found out what happened. Iu think she was drowning because right before she "passed out" it looked like they were mating but her head was below the water

Turtles are smart animals but they also do a ridiculously good job of flipping themselves over. My turtles make me a little paranoid because of this.

I honestly don't know how turtles mate, I could look it up though. The whole issue could simply be that she has a boyfriend.
