Yeah, the only solution is to put the little turtle in the old smaller tank.
The small turtle is probably smaller because the large one ate more of the food, if you were feeding them in the same tank at the same time.
As for the wound, get a q-tip (paper stick with a bit of cotton on the end) and some neosporin (anti-bacterial stuff for human cuts), and put that on his tail, keep him out of the water for a bit til the neosporin stuff soaks into the wound, and keep the water he's in very, very clean so it can heal.
