That is just caused by growth. It's not fungus or anything. She looks healthy to me!

See how the dark spots look like shadows of the "real" spots? That's what it looks like sometimes when a turtle is growing fast.
I do see what looks like some abraided shell around the edges just above his back legs. Is the shell rough there?

Since they are symmetrical on the body, that's your first sign to think that it's just normal coloration. If they had been random, with one or two spots on the right side and say ten on the left side, then I'd be worried.

i was quite worried at first instance.
and shell is not rough at lower edge, its looking like this due to wet surface and flash of cam.

It will get much darker and bigger. My male RES's plastron is almost completely black.

The spots can seem to be "traveling" when smaller turtles are growing. As growth slows, the blotches will come back into focus.

my 3 inch has that too!. but i never thought of it as a bad thing i just left it alone. never knew it would pop up
