Could you possibly get a picture before we jump to any conclusions?

The bump is likely an abscess which is from an infection. You'll need a vet to lance it.
Is the mouth swollen or is there something like a fungus growing? Either way, that too needs to be seen by a vet.
Find a herp vet and set up an appointment ASAP.
What is your turtle's set up like?

Let us know how it goes with the vet appointment.
It's ok to wash the turtle's shell if you wash it GENTLY. The shell and especially the seams between the sections are sensitive. If you use a toothbrush, it should be a very soft one. Better yet, you can use a paper towel for cleaning. Make sure the water is neither cold nor hot, but about the same temperature as the turtle tank water.
If the shell is flaky, it might be normal shedding, in which case the thin, translucent pieces of shell should come off on their own.
