Is this healthy or is there something wrong?

It looks like she's close to a shed which is why the shell looks dull, although she's young to be shedding. Didn't you say she's about 1 1/2" long? The areas of concern are the blackish spots around the margin, especially on the right side of the photo. Try rubbing them gently with a soft wet toothbrush and see if the dark won't come off.

Is she a good basker? How much a day does she bask? I'm sorry if you've already mentioned it in your earlier posts, but what kind of light bulbs does she bask under - be specific as to brand and strength.

Isn't this the turtle with a vitamin a deficiency? How's that going - are you using cod liver oil for treatment?

What's your turtle's diet like? What brand of pellets does she eat? Veggies? Cuttlebone?

Again, I apologize if you've already told all this in an earlier post but I need a refresher.

The dull color of the shell looks like a lack of UVB. How long have you had this little guy & where did you get him?

Sorry if you have to repost all the info, but I haven't been online in several days & am just trying to get to the root of the issue. :)

It looks to me like she's going to shed those vertebral scutes. Are any edges lifting at all?

How long have you had her (sorry, I've forgotten if you've said it elsewhere)? The relatively rough-looking scutes and lack of sheen are not uncommon in small hatchlings. If she has a balanced, varied diet and can basking under correct lighting, when those scutes shed you should see a real improvement in the shell.
