12 hours at room temperature is not so bad.

Can you try to answer some of the questions here:

how long have you had him?

if he sleeps alot and is not that active hes lethargic
this is a symtom of sickness
or this can also be him adjusting to the invironement.
Watch him and see what else happens lop sided swimming, stuff coming out of this nose and mouth
is he breathing with his mouth open?

for food try other things, veggies, romain lettuce, boiled carrots.

You should also try to get the uvb light, because thats what they need to metobolize calcium and it also helps increase his appetite

check the water and basking temp. water should be 75-78, but if i were you i would raise it to 80, since hes acting the way you said

you know
if hes just sitting there and sleeping all day
i would take him to a vet
it could be possible that he has a Respiratory Infection

Open-mouthed breathing above water and any odd noises that it makes (as you mentioned it makes a popping noise from its nose) is definitely a cause for concern, and may in fact be signs of a respiratory infection. The same goes for sleeping all the time and eye trouble.

If he does not improve very soon (the next day or so), I'd jump him over to a vet. Good luck.

When he was out of the tank was he in a cool room? It's possible the stress of moving could have induced an RI but that seems like an awfully quick onset for one. I would keep the water at 80-82 and keep a close eye on him. If he doesn't seem to improve in a few days I would take him to the vets, and if he gets worse or starts listing (floating unevenly) I would call the vets immediately. In fact, you may want to try and get an appointment ASAP. It will probably take a few days for the vet to have an opening and if the turtle is eating and acting normally by then you can always cancel- it's better to be safe than sorry.
