Yes,wait until he is dry before the betadine scrub,the betadine is just an antiseptic it kills bacteria and fungus.
He looks pretty advanced so you might need to do it for a couple weeks, but it is fine betadine will not harm him,just be sure not to get it in his eyes I dont think it would do any permanent harm but it would sting like crazy.

You need to get sulfadiazine cream from a vet, would you be able to? Sulfa dip would be better as a preventative care though a shell cleaning would be a good idea since there is some algae on there too.
