Ok, well...I know! How about you tell us your plan as far as their setup goes, and I can try to think of some easy, cheap ways to improve their conditions.
Oh, and why don't you just ask your dad to move the 40 gallon out of the furnace room?

Ok well here's my take on it. I am 13 and I clean my tank on my own ALL the time! If you prove to you mom you can clean it on your own, it shouldn't be a problem. I am assuming that's sand in there? Just be sure to either take out any old hermit crab poops or put all new sand in. You will need a filter, heater and the correct bulbs, but for now let's just focus on the tank itself. Where will you put this tank if you are able to use it?

Wherever my mom says its ok. My mom doesn't let me clean the tank because of salmonella and the fact that I used to bite my nails. (not anymore...)

That tank is a vast improvement. Use vinegar to clean the tank then rinse it out very good. Then let it dry over night and wash your hands with antibacterial soap every time you make any contact with your turtles or their habitat (tank). That will keep you and your turtles healthy. Let your mom and dad know we all thank them for letting you provide what the turtles need to survive! Good luck and ask questions when your not 100% sure of something;) We are here to help!

Oh and either replace the sand or remove it and leave the bottom bare. Don't reuse anything in the tank.

Do you have a filter? I recommend buying one but if your saving up, I recommend cleaning AT LEAST once a week. Be sure to post picks of the final look :)
