try enticing her with food that smells "attractive" to a turtle.. i believe some ppl use tuna (not sure about that one you gotta look it up).

Respiratory infection: Lethargy, wheezing, excessive mucus.
Causes: Bacterial infection of the respiratory tract. Poor water quality, incorrect temperature.
Treatment: Veterinary attention required, most likely anti biotic injections.
If he doesnt have all of these symptoms then its not that bad.. however you gotta keep the environment clean and at correct temp. so that his immunity can fight off the infection. i suggest you get rid of the sand. =\
