That was really creepy to watch. My turtle has never done that.
I would ask about seizures as well. My cat will have fits strangely similar to that. He too will stop for a while long enough to regain some privacy and start snapping again. He will bite at imaginary "fleas" on his arm and "gnats" in the air. I know that they are vastly different, but it is odd how similar your turt looked. The seizures in the cat are brought on by allergic reactions - the cause has never really been identified, but he is treated with steroids on occasion. It will settle down (a couple of times for 3-4 years even with no reoccurence) and then return.
Have you changed anything about your system? new water conditioner, etc. even something that you would normally consider benign. I wonder if there isnt an environmental trigger. Like others have said definitely go to the vet and I would also see what you can find about about neurological conditions.
