Urgent Care :: Not using legs?

I have a question about my turtle, Philbert. He is about an inch long and lives with another turtle the same size as him.
Their tank is ten gallons with 2-3 inches of water at the bottom of the tank, a turtle dock, an underwater heater (hovers around 80) and a filter.
The other day I noticed that he wasn't using his right front leg. He was keeping it tucked in when i was holding him. I put him back in the tank and for the last few days it has been on/off between his front two legs. For example, the other day he went to rub his face and he couldn't, but then I saw him do it yesterday just fine. When I took him out today he kind of uses them. Yesterday I noticed he wasn't using his back left as much either.
He doesn't eat very much...I've tried EVERYTHING and the only thing he'll eat is tuna. I've tried 3 different kinds of pellets, mealworms, crickets, plants (he might have eaten this, it's hard to tell). I thought it might be the start of a calcium deficieny but his shell is still perfectly hard. He spends a good amount of time basking, probably 9-10 hours a day, maybe more.
The other turtle in the tank is doing just fine - eat pellets regularly and is very active.
What could possibly be wrong with Philbert??

I'm thinking maybe he sprained his leg somehow. But he is basking a bit too much for my comfort. Any other symptoms?

Not that I've noticed - no symptoms of an RI or anything. I thought that, but it seems that 3 of his 4 legs are weak.

Could the other turtle in the tank be bothering him? Perhaps they need to be in a bigger tank (like 20 gallons)---two 1-inch turtles should ideally be in a 20-gallon tank.

I don't think so. They don't really pay any attention to each other.

If one is not eating or behaving normally, you should separate them now. I wouldn't be difficult to get a second setup for a hatchling and here are some tips for getting him to eat: www.redearslider.com/entice_eating.html

If you very lightly tug on each leg, does he resist you and pull back? Do you notice any weaker legs than the other.
