If you don't know of a reptile vet, try to find the nearest one near you by checking the stickey that has links to them. Let us know what happens.

Is that red color anywhere else on the carapace or plastron?

Nope the red color is just right there. I will let you know but if there are any ideas...
Two female turts one 6in. the other 7in.

red discoloration is a sign that the turtle is going septic....blood poisoning....i think...soopermum would know most since she saved that one turt with shell rot/septic/etc

It can be a sign of septicemia, but I thought the affected area was brown. I'd take him to a reptile vet and have it checked, especially because you said he had something on his leg previously. Check the sticky for links to reptile vets.

The Shell doesn't look septic to me.. it Looks as if it is normal coloration for that turt...The neck to me looks like a scrape or a wound of some sort..

I would try to find a vet if there are more patches, and as a first aide measure dab a bit of antibiotic oinment on it (I use Bacitracin)
