Uhm, i saw lots of bubbles in the water, like soap looking bubbles, on the sides of the tank, floating in the water. What is that? Could it be a filter cartridge that needs to be changed or what?

Did you just clean the tank? Partial or whole? Add any conditioner? Change any media in a filter? Of you done anything to change the tank in some way?

I just cleaned it, but i just rinsed it out with hot water. The bubbles were there before the tank cleaning and a little bit after. No conditioner. No change of media in filter, i have had the same media since i got the filter, which was about over a month ago i think. I haven't done anything to change the tank, it's still the same...

I know that we have a lot of oxygen in our water and as a result, when I do a cleaning, or water replacement, I get bubbles all over the glass in the tank. What I'm not sure about is the presence of bubbles before the cleaning.

Bacteria will cause bubbles.

What filter are you using (the word "cartridge" sounds like it's a submersible or H.O.T.)? If the media you're using includes charcoal and you've had it in the filter for more than a month, it probably should be changed. Something sounds like it should be changed and/or rinsed out better (are you rinsing the sponges and biomedia, if the filter has any, in the tank water)?

Aside from rinsing out the filter, did you change the water in the tank? A small tank (if that's what you have) needs fairly frequent water changes as well.

It needs a new carbon insert for starters.

How big is your turtle (shell length without the curve)?

Do you have any fish in with your turtle? Just curious because some fish species will make a "nest" of bubbles.

That happened to me, too. I came home from a weekend trip and there were a ton of bubbles. I moved the water around a bit and they dissappeared, and never came back. It was about a week after I replaced the filter, so maybe that was it. I don't know. I don't think they could do any harm, so just wait and see if they stick around? And perhaps change your media like others suggested.
