Urgent Care :: Red/Brown spots on RES! Please help!

So I spotted there red/brown skin on my RES. I am an very inexperienced turtle owner, please help me!

How big is your turtle?
-about the size of an hand
How long have you had it?
- 2 to 3 years
What is the water temperature?
- No idea
Did you use a thermometer?
- No
Are you using a water heater?
- No
How much water is in there?
-I am not sure but it is about up to the turtles throat.
Are you using a water conditioner?
-No
Are you using any filtration?
-No

What is the basking temperature?
-No idea
Is there a basking light?
-No
Is there a basking platform that is easy to climb on?
-I putted some rocks for it to climb on.
What kind is it or what is it made out of?
-Rocks
Is there a UVB light?
-No

What have you been trying to feed it?
-Turtle pallets
When was the last time your turtle ate?
-About 2 hours ago.

How big is the tank/pond/enclosure?
-Very small, looking forward for an upgrade
Is the tank near a window?
-Yes
Is the tank in a room with a lot of activity?
-Yes, living room.
Have you read the Basic Care section?
-No
Have you searched the forums for similar situations?
-Yes

Is there any other unusual activity/symptoms?
- Don't think so, but uncertain.

I'd see if those spots on the skin can come off because it looks like some of the brownish algae on the shell. Secondly, there looks like fungus on the shell too. If the spots don't come off, you will want to have her checked out by a vet.

Have you tried gently cleaning it?

I'd try a cotton ball for areas on the skin or a damp/clean towel.

Water, but if you have something like Betadine, then a 50-50 mix.
