Update!: I ended up taking him to the vet because he wasn't getting any better and she said that he is shedding but he also has some calcium deficiency and that's whats causing the white spots. She recommended I dry dock him for 3-4 hours a day for about a week and gave me some anti fungal cream to put on the spots. She said I caught it really early though, so that's good.

What's the brand of cream? Does he regularly bask?

That's great to hear. Some of my turtles don't bask that much either. I hope your turtle is fine.
