Urgent Care :: Shell rot+ red spots on skin

My RES has developed white blotches on the shell that I've thought to be shell rot. She's about 8 inches in length and approximately 8 years old. I've tried to treat her at home by keeping her out of the tank most of the day (except to eat) and adding povioiodine solution and Neosporin to the infected areas daily. However, the blotches persist. I was able to clear some out with a soft toothbrush but it appears that she's having complications elsewhere. She's a little weak and has developed puffy eyes red spots on her feet, and some redness near the neck. Also the scales on her skin appear to be peeling a little bit, but this may be due to her lack of moisture. I've also been shining a UVB and heat lamp on her so she can get nutrients for her shell and stay warm. I've contacted some vets and they say it may be a respiratory infection. I think I will take her to one soon, but I would like to know what exactly may be wrong with her and the best course of action until I get her to a herp.

The white shell could be fungus. Can you post a picture of the redness? Is the UVB new?

The UVB lamp is not new

It's hard to tell what, if anything, is going on in those pictures. Are you using the Neosporin on this skin or just shell? Have you tried wiping down the skin?

Yes I've tried using the povioidone and Neosporin on the skin as well but I'm not sure if it is helping. Do you know what may be wrong with her?

I can't tell enough from the pictures to take a guess. A little pinkish tinge is normal sometimes, especially on the webbing and where the shell meets the skin. Have you tried dry docking?

Yes, I've been dry docking her in a large plastic container with towels for over a month. I am concerned because just this morning I found a lot of wet stool all over her dry docking habitat. What might this mean?

It might not mean anything. What's she been eating? It might be worth taking her to a vet for an overall checkup. Sorry if I can't give you definitive answers, not all symptoms are clear.
