ok i got the tank and the heater but the heater is only heating up one side of the tank should i wait a lil longer for it to warm up or what and what should the tempture be i have it for 75

If you have a filter to circulate the water, the heater will keep the water at an even temp. (If you don't have a filter, there will be cold spots in the water.) I'd put the heater nearer to the filter outlet.

Your turtle is a hatchling/under a year and healthy? If so, a water temp of 77-78F would be good. If your turtle is older, have the water temp in the range of 73-75F.

ok i want to take my trutle (Star) to the vet for the pink rink around his neck we tried taking pics but its hard to see and his neck is a lil swollen what should i do

I think you should take her to the vet... the swollen discoloration doesn't sound very good.
