Urgent Care :: Santa's eyes are swollen :(

Hi..
My turtle's eyes are swollen and closed and hasnt even eaten anything from past 2 weeks as he cant see anything...
Please help me and its too sad to see him like this.
Also, when i put him in the water he pops out of the water and opens his mouth like he is trying to breathe..
The vet suggested to apply some boric acid solution on his eyes which didnt really work and to make it worse now his eyes turns red sometimes...
Please suggest some solution. I'm scared now.

How big/old is your turtle?
How long have you had it?
Are you using any special lighting or UVB lamps?
How is the water quality? Is it clean? Is it treated?
Have you tried taking your turtle outside?

can you call the vet that suggested the solution in the first place?
