Ohhh, that's her habitat...

Is there any way you can take her outside in the sunlight for a couple hours ?

The sunlight gives off rays that are neccessary for the turtles health. I know you can't take her to a vet but it will make a huge difference in how she behaves and in her health. It will give her strength as well and if it is some kind of infection, using the drops everyday and taking her into the sunlight will make her physiology work more efficient.

I am so happy your turtle opened it's eyes. You are a good person for trying to learn as much as you can to help your turtle, she needs it. I know there is alot to learn about having these turtles as pets but it's so important for their health and well being.

Cod liver oil is a vitamin a supplement. The oil will also sooth the eyes. Too much vitamin a is not good though. So hold off on more oil for now. Let's try to get to the bottom of this. Can you answer the questions in Steve's signature along with posting a pic of the turtles entire environment and close up pics of the turtle? That will help us figure out what is going on.

arodi, this will be hard to explain since I'm not good at converting Celsius to faranhieght or liters to gallons. So hopefully you can convert. Your turtle needs a lot of water. Turtles produce a lot of waste, way more than fish. You should also have a filter for your turtle. The extra water and a filter will make the water healthier. Your turtle also needs a basking dock. Someplace that is easy to climb up on and be totally out of the water. Shining on the basking dock should be a heat light. Turtles need to bask, they need to regulate their temperatures. You also need a UVB light that is different from the heat source. If you can't get a UVB light right now and the weather permits you can take her outside for sun. The basking dock needs to be the temperature of 90F. Again I'll remind you that you need a lot of water. About 10 gallons per inch of shell. The turtle needs the water to eat, swim and regulate temperatures. Turtles can not eat on dry land. (aquatic turtles). Please get a water heater. Very important. Water while she is sick should be maintained at 80 - 82F. Try changing her habitat. That's the only way I can imagine her getting better. Good Luck
