That looks like a tortoise that had a high protein diet for probably most of his life not to mention like Steve said. MBD. Ugh. I really hate the things I see on Craigs list sometimes.

There are a handful of people trying to contact the poster but they originally posted back in July. They will get him to a new home if he's still alive/available but I don't know what they will do. He's in very bad shape and might be suffering
