Urgent Care :: Turtle is sick, swollen eyes and wet nose

I have 2 baby RES. I have kept them in a large tank with proper basking area and I give them sunlight daily for about an hour (Cuz I couldn't find a UV lamp in my area)

Problem is that one of the babies keeps its eyes closed always and this has been the case for like 13 days, It does not go in water, It just stays on the basking spot without any movement. I literally poke him sometimes to check if he is alive.
I also think that its eyes are swollen a bit, although when i grab it, it does open it's eyes and they seem to be okay but he closed them back as soon as i release it in water, It floats on without flapping and then swims after a long while to get back to the dry spot.
Please help I am really worried, it is not eating anything, I also noticed that it's nose is a bit wet but i don't see any noticeable fluid flowing out, it just seems wet.
I love my turtles ! Please help all you turtles lovers out there

I live in a third world country and I can bet that I would not find one vet who deals in turtles in my country. So, I am pretty much on my own!

Any way you could get pictures of the turtle so we could see the eyes and nose. Also could you answer some of the questions from the link i'm attaching to help better determine what could be going on and what could help your little one out. viewtopic.php?t=2142

How do you "give" them sunlight?

How warm is it where you are? Are you taking the turtle outside or just putting it in front of a window (which won't help him in terms of getting UVB rays)?
What is the temp of the water and basking area?

Has the turtle been this way since you got him? If not, how long has he been this way?

by giving sunlight I meant, I take it out doors for about 60 70 minutes , I let it roam in the grass.
It basks and seems to enjoy the sun but after like 10 15 minutes It starts hiding from the sun. Then comes back out in the sun again after sometime. It does this like cycle for like 3 4 times and then completely hides from the sun by going into the water.

Its been 3 months now since i bought it. seems to be doing great, its active and eats alot too!

The water is at 24-26 Centigrates. Im not sure about the basking area temperature, I have not used a thermometer to check. we are having summers and its around 28 Degrees(C) and pretty hot in the day. I use a heating bulb at night but it does not basks on that spot. I have placed a drift wood in the tank and it prefers staying on that (seems to like it alot actually)

Sorry to hear about your loss

Thermometers are very important when taking care of reptiles, it'll be a good idea to take accurate temps of the water, basking area and when outdoors.
