the scutes on Blastoise are raised up almost like they're getting ready to fall off, im not sure how else to describe it. is anything wrong with him?

Can you post a picture? "Raised scutes" could mean retained scutes, shedding or pyramiding, all of which are different situations.

i can not get a clear picture, they all come out fuzzy. They look like they are coming up at the edges almost like they're peeling off

Sounds like he is just shedding. Try taking a photo far back of the turtle then editing it so its zoomed in. Most people put it right infront of the turtle and will cause it to come out fuzzy.
