Urgent Care :: Help needed urgently RES

hey Guys,
i Have Four RES , They All Are about 3-4 months.
Every Thing is Going good But From The last night my one RES Behaving Unusual.
He is Eating Fine. Most of The time he is basking, Become too lazy,
Changing Water Every second Day Aporx. 50 to 75% and Temp. is Under 80F.
what should i Do.
What Type of Problem is This and What are The Remedies For The problem.
Please Help.

How long have you had it? - 9 days

What is the water temperature? - 78F
Did you use a thermometer? - yes
Are you using a water heater? - No
How much water is in there? - 12 glall
Are you using a water conditioner? - No (not available in my area then using Fishes anti clorine)
Are you using any filtration? - yes

What is the basking temperature? 80 F
Is there a basking light? - Yes
Is there a basking platform that is easy to climb on? - Yes
What kind is it or what is it made out of? - Drift Wood
Is there a UVB light? - No. (Sunbath every Day 2-3 Hour)

What have you been trying to feed it? - yes eat pellets, Worms, Shrimps.
When was the last time your turtle ate? - Today

How big is the tank/pond/enclosure? - 18-12-15
Is the tank near a window? - yes
Is the tank in a room with a lot of activity? - average

Have you read the Basic Care section? - YEs
Have you searched the forums for similar situations? - Yes

Is there any other unusual activity/symptoms? - Basking All Day and Become lazy. White Thing on his Skin. is He is shedding or its Fungus.

Can you post a picture of the "white thing" ? Increased basking shouldn't be a concern unless there are other symptoms. What do you mean by lazy? is it just that it's basking more than usual? Mine has been basking a lot lately, but it's getting colder here. By the way, do you live in a warm area that you're able to take your RES outside everyday?
