I have a 9 month old RES, about 2 inches long.

I always maintain a 78-80 water temperature for my 3 RES. Recently, New York has been hit with 2-3 weeks+ of heatwave, bringing the water temperature to hover around 84 degrees. Last night I found out that my turtle is swimming lop-sided. I am wondering if the turtle is sick due to the heat. BTW, he/she is eating normally, energetic as usual. This is the beginning of something, since I just caught him doing so just last night. What should I be doing before I start going into panic mode and taking it to the vet? I doubt I should be raising the water temperature any more.

My turtle has two basking platforms, a heater, and a filter. It especially likes to "eat" bubbles created by the water filter. I am wondering if excess gas in the turtle's intestine caused by blockage is the reason behind this. I placed him in a separate tank, waiting for it to defacate now.

Please advise, as any opinions are helpful.

When you say "swimming lop-sided", was it just that moment or is he still doing? Is he listing or struggling with his coordination?

I read that lop-sided swimming is usually a sign of peumonia or respiratory infections, as ohsnap already pointed out. The usual reccomendation is to get him to a vet asap, because pneumonia is the leading (diagnosticated) cause of death among res. The worst part is, if don't start a cure in time, most of the time there's nothing you can do. I would advice 24-36 hours of strict observation and if the problem still persists, then going to the vet. Better safe than sorry i guess.

Is the turtle still swimming lop-sided?

Is the turtle in a room with AC? Is the turtle being exposed to any drafts or breezes?
