Yep, gelatin comes from animal bones (the marrow, I believe) and agar comes from seaweed. As far as I know, seaweed is fine for turtles to eat. Sea turtles eat it quite a lot, and a quick search online seems to show that sliders will eat it too. I am sure that agar is more of the extract of seaweed, and you wouldn't be adding a lot of it I'm sure.
And yeah, it would be in the 45-50 degree celsius range, ultimately, the cooler you can add things, the better, but if it has to be added at a higher temp, it has to be added.
I'm really wondering about your cuttlebone and your turtle. It seems that she is swallowing it whole, and I've never seen my turtle eat it whole. Mine usually chomps it a lot and lots of white powder poofs into the surrounding water. Very odd, and I don't know how to correct for it ...
