Urgent Care :: what is this? Help

hey Guys
i saw a poor turtle with some eyes problem when my friend bought it anyway....i took it from him so i can take care of them till they get a bit strong because i have the good place for them anyway he/she had the eye problem not closing or something just like under eyes has extras skin , it was eating good till i wanted to wash the place and i saw something coming off from under the bottom and when i looked i saw the bottom is like i dont know like what i took it urgently to a vet and he said ITS BROKEN give it clacium Multi Vitamin and Vitman D+A which i am giving it and still no good sign
in my country there is no QUALIFIED VET they are just normal for Dogs and Cats or maybe birds..not turtles!
i wanted to know what should i do?
another thing is AS U SEE IN THE PIC there are some skin on his/her neck which is coming off by my hand and by itself which i saw it for 1-2 days....
what should i do? help

im sorry it passed away. i can tell you tried your best. it just wasn't gonna work and im proud you tried and that your friend bought it

it looked like it was in bad condition too. just from the neck skin it just looked sick and wasn't gonna make it.

Thanks my friend im reallly upset its so hard to see a small animal that cant even hurt an Ant!is so sick like this and u cant help it ...its just fault of these STUPID PEOPLE that brings these sweet animals when they are so small they take them from their home ...i really Hate it

thank god my RES is healthy hopefully nothing happens to any of these sweet animals
