How long have you had it? Since Tuesday of this week, but I bought him from someone else. He is 2 years old.

How much water is in there? It's a 50 gallon tank... a little over half full.

Is there a basking platform that is easy to climb on? Yes, although I don't think his previous owner used it correctly. It has become too small for both of my turtles to climb onto it, so I had to put a large rock on it to keep the dock buoyant.
What kind is it or what is it made out of? It's a turtle dock... not sure what it's made of but you can buy them in stores. It has suction cups.
Is there a UVB light? Yes
What have you been trying to feed it? ReptoMin and carrots, so far

Is the tank near a window? It's under a window, but the window has been closed. It was not near a window at its previous owner's home.

Is there any other unusual activity/symptoms? He has a white/clear "fuzz" coming from his arms, legs, and neck. It is only visible underwater. Also, it appears that he has a small cut on the back of his leg.
Note: When I bought the turtles, the previous owner told me that the male turtle had shell rot when it was younger, so it is missing a bit of his shell near the leg with the cut on it.
I don't know what's wrong... I have searched Google and have come up with no answers.
