Hi there, I posted a few months ago regarding the issue, it didnt change tho, I cleaned the shell almots daily with baby toothbrush and a soft towel sometimes, He basks regulary during the day, can dry both top and bottom, eats normal.
He also has the white spots very noticable on the edge of his top shell, clearly seen underwater, nothing on the bottom tho, all clean.

does the shell become normal when he goes in water? if yes then i think its mineral deposits ... if u look my thread here i have posted pics of my turtle too who has white shell nd its complete white when he dries off

Its a little white when underwater, not noticable as if he's outside, except for a few little areas on the back edge of the top shell.

It doesn't look like mineral deposits to me. And my experience with fungus infections is that they show bright white when the turtle is underwater.

The white seems to clearly underlie some old, small scutes. Are those scutes loose? Can you feel or see them lifting around the edges? If you press gently on them does a little water ooze out?

Has he shed scutes lately? My guess is not since those whitish scutes are very small, like they are left over from when he was little. It's good that he basks - that's essential for shell health and shedding. Does he has a good UVB light bulb (how old is the bulb and what brand/strength doe you use?)

Does he have cuttlebone in the tank that he can snack on when he craves calcium? Be sure his diet contains some vitamin e rich foods - a small serving every week of blueberry, steamed sweet potato, turnip greens, tomato or apple peel should do it. Vitamin e helps with shedding.

I'll try some more vitamins, I have cuttlebone that I cut and had into little pieces I feed him once or twice every week with a piece.
I'll raise the fruit/veggies tho you mentioned.

Just about all the white is on the baby scutes that never came off...Some look like they're flaking off in pieces. Are they?

What you mean by "flaking off in pieces"?
As if they were clumped on another?
