first and foremost, the water temperature is too low. that is probably your biggest problem when it comes to them not eating. the temp should be around 74-76 for a turtle your size. additionally, your basking temperature should be about 10 degrees warmer than the water, so 80-85 degrees F should entice your turtle to come out of the water.
shell flaking may be due to the lack of UVB light he is receiving. handle that quickly because it can cause serious, irreversible problems.
finally, if you have a problem that may be stress, your tank size is part of the reason. 10 gallons of water for every inch of shell is recommended, so you should be at a minimum of 30-40 gallons of water for your little guy.
