Are you using a water heater? yes
How much water is in there? about 15 Gal
Are you using a water conditioner? yea
Are you using any filtration? yes

What is the basking temperature? not sure
Is there a basking light? Yes
Is there a basking platform that is easy to climb on? Yes
What kind is it or what is it made out of? A foamy plastic

Is there a UVB light? Yes

What have you been trying to feed it? Pellets, Shrimp, Krill.
When was the last time your turtle ate? Today

How big is the tank/pond/enclosure? 40Gal
Is the tank near a window? No
Is the tank in a room with a lot of activity? Not really

Have you read the Basic Care section? yes
Have you searched the forums for similar situations? yes

Is there any other unusual activity/symptoms?.......

1) He wont eat, UNLESS it's shrimp of Krill, and then he still doesn't eat like he use to,a and He wont eat his pellets at all!

2) He is VERY inactive. He sits on the bottom of the water with his legs and head in his shell. (he is normal very active for a turtle.)

3) His tank has until now has been cleaned out once every 2 weeks, but now he needs it cleaning before the usual time, because theres floating white stuff in the water.

4) He wont open his eyes unless he has to.

5) when I pick him up to clean him, and his tank he hisses at me.

6) He will not sit on his basking platform. Even if I put him on it he just climbs of and back into the water and sits at the bottom.

Whats wrong with my turtle?

I love this guy!

If no one here can help me I'm taking him to the vets tomorrow.

When did he start to be this way?

Check the basking area with a thermometer---it should be about 10 degrees higher than the water temp.

Could he have been exposed to any cool breezes or gotten chilled when you take him out of the tank to clean it? The white stuff--is he shedding skin?

Are his eyes swollen at all? Does he have any other symptoms (open mouth breathing, mucus in the nose or mouth, wheezing, for example)?

He needs to be eating more than krill (which is really high in protein). And if you keep giving him only that, then that's all he's going to want to eat.

Since you seem really concerned, if he's been this way for a while, taking him to a herp vet might be a wise thing to do.

I agree. There are too many different symptoms that maybe only a herp vet will be your best option. The food issues could be because he's spoiled, but if he's refusing to eat anything, that's a problem. His tank getting messier than usual is also usually not a good sign. And that he's just sitting at the bottom of the tank sounds really bad. I'd get him to the vet as soon as you can.

Yeah, I'm going to take him into the Vets tomorrow.

He's been doing it for about 10 days.

The basking area is 86-88f Which is a good temperature, but he wont Bask.

When I clean his tank I put him in the bath tub. The white stuff inst skin it's like a thick mucus cream

His eyes aren't swollen. He just wont open them unless he has to. Like I pick him up to clean his tank, Or something makes him jump.

The only other symptom is, when he sits at the bottom of the tank with his eyes closed. He shacks his head sometimes.

As for the not eating problem. He is spoiled I mostly feed him pellets twice a day and Krill and shrimp every other day, but he won't eat the pellets anymore, and he only eats, like one single krill then he swims of and lays in the corner. I also feed him crickets every so often with calcium powder on them, but he wont go near them now either.

Anyway, I'm going to get him to the vets tomorrow.

Take him to the Vet, but it sounds like SAD (Season Affective Disorder). My Gomie had the same symptoms around this time last year. Would not eat or eat very little, lethargic, just wanted to be left alone......
I took her to the Vet, and she was fine! It took a while but soon she started coming around, and began eating and acting normal again.
Be sure to take him to a HERP Vet.
