If there is a golden appearance below the shell, your turtle is probably shedding. I'm not sure I understand your comment about a picture...

You mentioned that you don't have a UVB light. I think once you get one of those, the shell condition will improve (it doesn't look necessarily unhealthy in the pics, just dull). The 2 whitish/yellow spots: is the shell lifting in these areas? A peeling shell is normal as long as the shell underneath the layers is a healthy coloring (brown/dark brown for the older turts like yours or green for the babies). Turtles peel layers of shell the same way we shed skin daily.

Try adding some variety to your turtle's diet too. Some green lettuce like romaine is good for their health as well. Read the feeding section on what to feed & how to get them to try new foods:

Also, you'll want to pick up a water heater. You want the tank temp to be 75-78F.
