First, check all of your temps, water temp and basking temp. Make sure your water temp is around 78 degrees and your basking temp around 90. Check your room temp, if it's much lower than 70, your other temps can be affected pretty badly.
Next, check you turtle. Any sort of behavior change is not usually good. How big is your turtle? How old? What's your set up like? Do you know if it's male or female? Check it's nose and mouth, are there bubbles or is it having trouble breathing? Are there any unusual spots or discolorations? If it's female, is she gravid?
You need to be more specific, but be quick, you may need to see a vet!
