You are correct that your tank is too small, you should start planning to upgrade to the largest tank you can afford... two turtles will grow about 4 inches each in their first year, so keep that in mind.
It's a good sign that both turtles are active. The fact that one isn't eating may just be due to the fact that they are still getting used to their new habitat. Keep trying to feed him and keep an eye out for symptoms of illness like lethargy and uneven swimming.

Congrats on your new additions! I agree with Meg....the one turtle may just be making the adjustment to his new home. Baby turtles are very skiddish at first since they are so small & vulnerable to getting eaten in the wild. Post a picture of your new "kids" when you get a chance!

Don't let the fact that your two turtles are small keep you from upgrading their tank to one as large as you can afford. When you say "give it away," you're talking about their current tank, I'm assuming. I'd hang on to it, at least for awhile---you can use it for feeding out of the tank or as a quarantine tank if one gets ill.

About the one that's not eating as you would like him to---exactly how much does he eat? Do you feed them together? If so, does he have equal time to eat (is he slower, which allows the other to get more food)? What do his eyes look like---are they clear or are they swollen at all? I'd watch him for symptoms that would indicate he's sick, including a further lack of appetite.

What is the temp of the basking area? (It's not in the info you gave.)
