Hi, welcome to the site. If the female is mature, then yes they can mate.

Is it normal for a female res turtle to do the mateing dance to a male, cause usually it's the male who starts it off.

Fluttering can be both a mating dance, or a sign of dominance/aggression.

my baby turtle drown I need help!!!!! I just red some tips on how to get some of the water out it did work.... but how do you know if its alive or consions. please respond quick.

How long was it under? How did it drown? You might notice some labored breathing if it's still alive. Keep it warm and someplace quiet.
