.can a diamondback terrapin spend its entire life underwater or like an RES does it need dry land
IF NOT are there any small freshwater turtles that can stay underwater forever

Nope, they're baskers.

No turtle can stay underwater forever because they cannot breath underwater. Do you mean a turtle that doesn't need land access? I don't know of any turtle you can house without land access. Even musk and snapping turtles, which aren't known to be aggressive baskers, like to get out of the water occasionally. They might survive without a dry area, but it wouldn't be ethical husbandry.

It's not that hard to make a basking area though. Have you read the site's article on the PVC pipe/tile basking areas? They're cheap and simple to make.

Even a simple floating log will work as a basking area. It's important for the turtle to have an area big enough so he can get totally dry, this is good for his physical and mental health. I would advise buying as large of an area as possible so that you get the longest use out of it.
