i bought the zoo med lamp. that attaches the heat bulb and the uvb bulb. how many hours should i put for each bulb?

Yes. Use sunrise/sunset times as a guide.

i put both directly over my medium size dock. i have the Zoo Med Naturalistic Terrarium Hood

Both lights should be on at the same time over the basking area. The heat light encourages basking and the UVB gives them what they need from the sun. Check your basking temps and make sure they are around 90 degrees. Also check your UVB bulb directions and make sure it is the appropriate distance from your basking area. As Steve suggested use sunrise/sunset for a guide as to how long to have your lights on.
