They don't have to reach 4 inches in their first year. That's just an approximation. Most of the people on this forum have turtles who were not 4 inches long by the end of their first year, my turtles Hurricane and Typhoon included.
I have seen females who grow only up to 7 inches in their whole lives, which is the minimum size of an adult male turtle. Like everyone said, all turtles grow differently.
Phryne - Japanese bobtail, 11 y.o.
Hurricane - RES, approx. 19 y.o., 7.00in. long
Typhoon - RES hybrid, approx. 19 y.o., 8 in. long
Sadie - RES, approx. 30+ y.o., 11.5in. long
Sophie - Colombian red tail boa, 15 y.o., 5 ft. long
