I have 3 turtles but this one just follows around my other one and will not leave her/him alone! It's really starting to bug me because I feel really bad for the one that is always followed.

I can't separate them because I don't have the room or money. The tank is on the 2nd floor.

I really don't know what to do anymore.

There's nothing you can do but separate them. If you can't you should think about rehoming one or more turtles. RES can be very aggressive and they can really hurt/kill one another.
1 RES - Tomi (75 gal)
1 Leopard Gecko - Leia (20 gal)
2 Fancy goldfish, 1 bn pleco (40 gal breeder)

Since you can't afford to separate them, try dividing their tank.

The fluttering will continue due to domination. The flutterer will continue until he/she has won the domination issue. Turtles will be turtles you know! Good Luck!
