Safe or not safe? i want to glue rocks to a piece to make a cave

Above water it should be fine as long as the turtle as no exposure to the styrofoam itself. But don't put it in the water. I'm almost positive that styrofoam leeches chemicals into the water.

There are some great basking area structures using styrofoam though, people use a type of grout/concrete mix to coat it, and you can carve it into whatever shape you want.
